Foundation + commands module of the i18n spec.
- I18n registry/loader + Lang.tr facade + reloadI18n
- PT source-of-truth bundle + EN translation
- CanalhandiaCommand player-facing strings migrated; admin-tuning/help/enum-labels deferred
