Marcos Paulo 9d20cf3fd4 fix: register the annotate crate in the workspace and the layer map ...

The previous commit added crates/annotate and an engine dependency on it but left out the root Cargo.toml entry, Cargo.lock and the layers table, so that commit did not build by itself.
