Subject: [PATCH] Locales: Arabic and Hebrew for the version and section hatch
 labels

help.version (help-menu-version) and prefs.section_hatch* (section-hatch-by-part) came with
ja and zh only; ar and he are complete catalogs too, so
every_complete_catalog_carries_every_english_message failed on them.
