frames tests: the moved combine tool's part is made ungrounded

a_combine_tool_stays_where_it_is_placed makes a part and then moves its occurrence
to check that a combine tool stays where it is placed. Since #2804 the design's first
part is grounded when it is made, so the occurrence.move refused and the test never
reached its question. The part is now made with grounded: false, as a part that is
meant to be moved is; the checks are unchanged.
