kernel: note that the engine's and CLI's smlib features reach SOLIDCRAFT_BOOLEANS

kernel-smlib already gives solidcraft-engine and solidcraft-cli an `smlib` feature (for the
regression rig); the note on SOLIDCRAFT_BOOLEANS now says they are how the oracle, the naming
corpus and the robustness goldens run their booleans through SMLib.
