Turn on solidcore's new fixes at c931c9641

Thirty-three new UpstreamFixes flags, none shown broken: on the rig on
solidcore no case loses its status, no volume moves by more than 6e-9
relative, and the slower cases of a loaded run time as before when run
alone. One case, the round of cylinders touching at a point, now passes
(ssi_split_curves_at_singular_points, solidcore#2110). Among them are the
fixes for solidcore#2174 (offset_open_edge_second_trim_point), #2176
(fillet_round_ends_at_tangent_continuation) and #2177
(close_loop_relates_only_coincident_edges).
