bherbruck 9fdf153054 Agent chat: only the chat's own tools skip the panel's question (#10955) ...

A permission question counted as one of SolidCraft's own tools when its title merely contained
"solidcraft". Now the whole title must be a tool of the chat's own MCP server, named as
`mcp__solidcraft-app__<tool>`, and its kind must be `other` or not given. Anything else goes through
the user's mode and remembered answers, or is asked in the panel.
