bherbruck 5500681d6a Brand kit: logo files and a short brand guide in assets/branding (#9117 )

Adds assets/branding/logo with the static mark (colour, one-colour
black and white), transparent 512/1024/2048 px PNGs, an outlined
wordmark and a horizontal lockup, all drawn from the app icon's
blue cutout layer. assets/branding/README.md covers use, colours,
clear space, minimum size and the name.
