* MCP list_commands: ask for commands by id prefix or panel, ids and labels only, or a page at a time (#11726)

list_commands answered with the whole catalog, every key of 575 commands
(about 350 KB), and could only narrow it by a substring. It now also takes
`prefix` (start of the id), `panel` (a whole panel or tab name), `compact`
(id and label), `fields` (the keys to keep) and `limit`/`offset` (pages, as
{commands, total, offset, next_offset}). With none of them the reply is the
same as before. A batch step naming list_commands narrows the same way, and
a bad argument is an error that names it.
