Andrzej Błasik 9df9d1fbdc fix(smlib): NURBS weights compare within rounding of the coordinates' size (#11974) ...

same_nurbs compared the weights of a face's NURBS form and the rebuilt
analytic surface's NURBS within an absolute 1e-12. A weight is found from
the control points, so its rounding grows with the coordinates: 3.8e-12 at
coordinates of about 320 on a cone. The face was refused with "a NURBS form
that is not its analytic surface". Weights now compare within
1e-12 * max(1, |coordinates|), as same_nurbs_curve already does for points.
