* Sketch: construction lines with a length (#10258)

The horizontal, vertical, angle, parallel and perpendicular construction
line commands take an optional `length`: the line becomes a construction
segment from `at`, running towards `near`, held by a length dimension
that follows its expression. Without `length` the line stays infinite,
as before.
