CamWight 157c6469d6 Drawings: what is under a point of a sheet, and drawing.scene.hit (#4816) (#12346)
To pick a view or a dimension on a sheet, something has to say which one is under the pointer.
drawing_scene::hit takes the objects a sheet's scene lists, a point and a band: of the boxes that
hold the point within the band, the smallest, then the topmost, and whether the point is on the
box's edge. A view's box is its boundary, so one that can't be drawn can still be picked; the
drawing border is never hit. It is one pass over the objects, cheap enough for every hover.

drawing.scene.hit answers it for scripts and agents, from the sheet as drawing.scene draws it:
read-only, with input and output schemas, its label in a pending locale file and an EXEMPT line.
