bherbruck feb2d80c0a Publish the unit checklist on the site instead of committing it ...

Since the merge-queue ruleset (2026-10-21), the "Progress checklist"
workflow's direct push of plan/PROGRESS.md to main is rejected (GH013), and
the workflow was disabled, so the committed checklist went stale (238/261).

The Pages workflow now generates the checklist (harness/plan/progress.py
--prs) before building the site and publishes it as PROGRESS.md; it rebuilds
on push to main, after CI on main (fresh reports), hourly (claims) and on
dispatch. plan/PROGRESS.md and progress.yml are removed, the file is
gitignored for local runs, and AGENTS.md/README point at the site.
