site/build.py (stdlib + tomllib) renders an overview with a progress
timeline from git history, a sortable/filterable units table, one page
per unit, the upstream issues list and the SSI corpus into bin/site.
harness/plan/progress.py exposes its counting helpers so both report the
same numbers (PROGRESS.md output unchanged). .github/workflows/pages.yml
deploys on push to main and after progress-checklist runs that pushed.
