Pluto-XI 3cd2a278dd surface.offset_surface: renumber issues past main and open PRs again ...

Main took UB-163 (heal props, #164) and open PRs claim UB-162 (#139,
#145), UB-164 (#173) and HANG-17/18 (#149). Renumbered simultaneously so
no mapping chains: UB-162..165 -> UB-165..168, HANG-17/18 -> HANG-19/20.
WR-159..165 are still free.
