raykholo 6b523d6839 Theme drops: build for the web, and import there too (#8226) (#8534) ...

DroppedFile::bytes exists only on native; the web build stopped at
take_theme_drops. Native keeps reading the file there. On the web, the
shell already reads every drop asynchronously before the app sees it: a
drop over Preferences' Import tile now arrives as a theme and goes to
prefs::import_theme_bytes, instead of being opened as a design.
