* Chamfer: a cutter that would reach into a nearby wall is not used

A straight chamfer's cutter reaches several times the chamfer's size out
from its edge, and further on a larger part. On a pin standing in a socket,
that far side lands inside the socket's walls, and the cut took bites out
of them. A cutter whose far side is inside the part is now refused, as one
whose ends are, and the chamfer is built locally instead.

* Robustness goldens: seed 9 re-recorded for the chamfer cutter check

A chamfer in seed 9 was refused because its result changed more of the
part than a chamfer can. With its cutter refused, it now builds locally.
