bherbruck 3666e47f50 parked-upstream: isolate the upstream build from CI caches and the issue token ...

Three jobs with their own permissions: watch ({}; ls-remote and the seen-state cache only),
run-parked (contents: read, persist-credentials: false, no sccache-GHA or Swatinem cache;
its one cache is the C++ build under the parked-upstream-cpp-* prefix that main CI never
restores; uploads the reports as an artifact) and report (contents: read for the script
checkout, issues: write; reads only the artifact and runs no upstream code).
