* CI: report missing translations for complete catalogs before review (#8542)

`cargo xtask i18n --check` already reads the pending locale files and fails
when a complete catalog lacks an English message, but no workflow ran it, so
the gap surfaced only in the full test run after approved-for-ci. It now runs
in Format and repository checks, and CONTRIBUTING names the complete catalogs.
