AGENTS.md section 4: any todo unit can be claimed; ready units are just the
easiest. Missing dependencies are stubbed, or their needed types co-ported
and recorded as CO-PORTED in the plan; a dependency with an open port PR is
built on, not ported twice. PROGRESS.md gains a "Claimable now,
dependencies still missing" section listing what each unit still needs.
