bherbruck b93d8fa0b1 CI: Windows app startup smoke back on windows-latest (#3355) ...

Blacksmith's Windows runners start the app but never present a frame (no interactive desktop),
so the startup smoke failed on main after #3343. The shader job stays on Blacksmith.
