bherbruck ba43d2798f Docs: RFCs 0001 (Craft bridge) and 0002 (plugins) (#13194 )

* docs: RFC 0001, the Craft bridge between SolidCraft, CamCraft and PCBCraft

Starts docs/rfcs/ for cross-app proposals. RFC 0001 is a draft: one
.craftx exchange file with stable face names, an open-in launch, file
watching for live links, and a phased plan starting with Send to CamCraft.

Turns the design in #1221 and docs/plugins.md into an RFC. docs/plugins.md
becomes a stub pointing to it; the two links to it are updated.
