* File dialogs open in the folder used last (#7756)

The desktop dialogs never said where to open, and the Linux ones then
start in the home folder every time. Open, Insert, attach, Save As and
Export now open in the folder of the file last chosen in a dialog, or of
the open design when another design becomes the open one, whichever came
last. Also fixes #7735.
