Brett Lawson 28b22658cf Merge origin/develop into solidcore ...

Conflicts in xtask/src/kernel_cases.rs and xtask/src/main.rs: both the
multi-backend runs (--kernel, --route) and develop's --known-failing
regression gate are kept. The gate grades the SMLib side: --known-failing
needs --kernel smlib (the default) or both, and is refused with
--kernel solidcore. A gate run saves every backend's results.json and
writes no report or side by side. Both report texts are merged; all tests
from both sides are kept, plus one for the gate's option rule.
