* Tests: io's byte mutator moves to a testkit crate, a dev-dependency only (no behaviour change)

`solidcraft-testkit` (the Testkit class xtask/src/layers.rs reserves) holds the mutator and the
no-panic check unchanged: the same seeds, mutations, budget and doc comment. io's reader fuzz
tests use it as a dev-dependency and give the same case counts; the mutator's own test moves
with it. The co-editing wire's decoders will fuzz with it too (#5184, CE6).
