Dylan M. Taylor a1232e257a test: split fuzz sweeps into helpers (S3776) (#3337)
Move the header byte/bit flips, the big-field writes and the random rounds of the
dnx, h264 and hevc hostile-stream sweeps into helper functions. The RNG seeds and
draw order, the labels and the depth gating are unchanged.

//! Hostile-input robustness: header-region sweeps (SPS/PPS/first slice headers), truncation and
//! random mutation of small libx264 streams must never panic or run away. Skips without ffmpeg.
