docs: align CONTRIBUTING with Node 22.15+ and the current release path

The Development Guide and package engines already require Node 22.15+.
CONTRIBUTING still said 22.12+ in both languages. The Chinese guide also
lagged the English release workflow and omitted the Component Anatomy row.

Put the issue table in two columns and drop the generic commit advice,
the restated section titles and the guide links the contributing file
already carries.

...
Add a contributing guide in both languages covering setup, the three
checks CI runs, branch and commit prefixes, and the license terms a
contributor accepts, linked from a new README section. Bring the Chinese
examples in line with the English ones: same order, and the podcast
family's own clips and description.
