* Test: run --out writes meshes at the --quality asked for (#12270)

* Command line: run --quality standard|fine|finest sets the mesh quality of --out exports (#12270)

file.export already took quality, but run --out passed the path alone, so a
fine STL needed a script. --quality is checked before anything runs and goes
to every --out export; the usage text and the getting-started guide say so.

* Command line: run refuses --quality given twice, and the docs say the mesh chord never goes under 1 µm (#12270)
